Putting hashtags there rather than in the caption is a habit inherited from older advice, and the evidence that it changes reach is weak. What it genuinely does is keep the caption clean, which is a reason on its own. It is also a useful place to put the thing people will ask for, since a pinned first comment is visible before anybody scrolls the replies.
Worked example
A creator posts the recipe link and the hashtags in the first comment, so the caption stays readable.
The usual mistake
Putting the main call to action only in the comment. Many people never open the comments.
