It is the number people mean when they say their reach has collapsed. Reach rate falls naturally as an account grows, because a larger follower list contains more people who have drifted away, so a smaller account beating a larger one on reach rate is normal rather than remarkable. It is most useful tracked against your own history rather than against anyone else's.
Worked example
An account with 10,000 followers whose post reached 3,000 accounts has a reach rate of 30% for that post.
The usual mistake
Comparing your reach rate with a much larger account's. Reach rate usually falls as an account grows.
